Verica Kalanovic
At a press conference concerning the Ministry’s first 100 days in office, Kalanovic said that demand for NIP funds is huge and that RSD 297 billion will be needed for all submitted projects.
She said that the most of the submitted projects had been reviewed and that in the upcoming period they will be chosen and harmonised within the 2009 budget.
According to her, NIP inherited 998 projects this year, of which 207 are from Vojvodina and 65 from Kosovo. She added that half of them should be completed before the end of the year.
Kalanovic recalled that NIP’s budget in 2006 stood at 1.72% of GDP, in 2007 at 1.97% and this year at 1.69% of gross GDP.
She stressed that if Serbia is to develop faster, NIP must have considerable funds at its disposal and a large number of projects.
In the past 100 days, top priority was given to national projects, such as Corridor 10 and the industrial zone in Kragujevac. Apart from those we worked on projects of regional and local importance, she emphasised.
Kalanovic recalled that an action plan for managing NIP projects was drafted, envisaging a division of projects in three groups, national, regional and local.
As for national projects, we worked towards the completion of Sector 4, the ring road around Belgrade, for which an additional RSD 800 million was set aside from NIP, explained the Minister.
The Minister added that the Ministry drafted proposals for infrastructure projects to support the Fiat Serbia company, envisaging construction of the Kragujevac-Batocina motorway section and the northern ring road, the reconstruction of the Kragujevac-Lapovo railway and construciton of infrastructure for the industrial zone.
As for regional projects, she pointed out that the first phase of the Juzna Morava bridge construction is to be completed by the end of 2008, that the change of the Obrenovac bridge’s function has also started, as well as construction of the Juzna Morava bridge and reconstruction of M4 Svilajnac road.
According to her, assistance to municipalities regarding water system management and purification of water are the most important projects.
Speaking about projects in Kosovo-Metohija, she said that all funds have been handed over directly to the various contractors, and construction projects have been implemented, mostly in the northern part of the province. These projects include purification of rivers, paving streets with asphalt and completing the Velika Hoca wine cellar are some of.
The Minister announced that each phase of the NIP financed projects will be imrpoved in 2009, so that applications for 2010 can be submitted within 90 days, as of next February.
The Ministry will contemplate and assess only national projects supported by the competent ministries, regional ones backed by their municipal or city assemblies and local projects supported by municipal assemblies, Kalanovic added.
She explained that only projects that can be prctically implemented will be proposed for 2010, while for others the Ministry will draft plans, documentation and studies of their technical and economic viability.
