Speaking at a press conference held at the Serbian government, Ilic said that more than two thirds of clauses in the existing law have been amended, and changes have been made to facilitate a reduction of expenses in the administrative process, to improve the public procurement procedure, make it more efficient, to ensure better monitoring and protection of bidder’s rights.
He explained that the public procurement system will be greatly improved under these laws, which will eliminate mistakes and improve the definition of basic concepts, while decrees on technical specifications and standards are in harmony with existing regulations, and the public procurement office.
According to Ilic, expenses will also be reduced by the replacement of newspaper advertisements with electronic advertisements for bidders as well as the ordering party, and the ordering party will no longer be obliged to get an opinion from the public procurement directorate for holding negotiations or implementing restrictive procedures.
He said that decrees have been introduced which will make the public procurement system more efficient, and those related to the procurement of financial services.
According to the new bill, opening of bids in all public procurement procedures will be public, in the presence of the bidder, reports will be made on the distribution of contracts, and a preferential protection of 20% has been introduced, as well as many measures for protection of the rights of bidders, for which purpose an independent commission will be set up.
The bill on public procurement was adopted at a government session held on September 11 and was forwarded to the Serbian parliament.
