Djelic told a press conference that this bill should replace the 2002 law and puts Serbian law with EU standards, where the budget is planned for the period of six years.
The Deputy Prime Minister stated that this regulation should introduce more order in public finances and noted that indirect budget beneficiaries would be included in the universal system of the Treasury.
He explained that the law will regulate the financing of indirect budget beneficiaries through the Treasury’s control system and gave the example of judiciary with special accounts to which the Treasury will direct the means so as to prevent financial misuse.
According to Djelic, the new regulation will make it possible to plan capital investments for a period of three years, which will also provide stability of public finances.
The government also adopted a framework agreement on cooperation with the EU on financing through Instrument for Pre-accession Assistance (IPA).
Under the IPA, Serbia should get support of €1 billion from 2007 to 2010, €190.9 million of which next year.
Also, the government approved the agreement between Serbia and the Council of Europe Development Bank on a €10 million loan for construction of 410 apartments for refugees.
