At his first press conference since taking up the position in the new government, Djilas said the competition will last until September 25 and added that projects concerning infrastructure, education, opening new jobs and implying even-balanced development will be prioritised in 2008.
He explained that any citizen or association of citizens may submit their projects, though that has not been the case so far, as well as ministries, state organs, public institutions, provinces, cities and municipalities. He added that regional projects involving several municipalities will also be prioritised.
Minister Djilas explained that projects participating in the National Investment Plan will in the following year be financed from the budget as well as from privatisation revenues, loans of international financial institutions and EU pre-accession funds.
The most important projects in 2008 will be Corridor 10 and the ring road around Belgrade from Dobanovci to Bubanj Potok, for which RSD 721.5 million will be set aside, stimulation of direct investments for which RSD 500 million will be granted, whereas around RSD 503.5 million will be allocated for the gasification of Serbia.
He said that one of the more important projects is investment in universities and other levels of education, worth RSD 690.5 million, and the reform of the social care system, worth RSD 653.5 million.
Recalling that last week the Serbian government adopted the Decree on procedure for choosing projects for the National Investment Plan and the plan for its implementation, Djilas explained that this document establishes who should propose projects for NIP, evaluate them, who the members of tender commissions are and who controls the money which is being spent.
Djilas said that from now on money payment orders will be signed by the relevant minister for a certain project and himself, as the Minister without Portfolio in charge of NIP.
