Speaking at a press conference held after the government's regular session, Loncar said that the clear stance of Spain presented yesterday is very important. Spain maintains that an imposed solution and the creation of an independent Kosovo would deeply contrast with principles on which the European Union is based.
He said that since the UN Security Council surely cannot violate its own charter and approve disintegration of a European democratic state, it is clear that Kosovo-Metohija cannot become independent, but only taken by force by means of legal violence.
The government maintains that no country, especially NATO member states, should one-sidedly recognise the seizure of a part of the territory of the Republic of Serbia contrary to the decision of the Council of Europe, since that would have grave consequences not only for the region, but for the entire international order, Loncar said.
The Minister stated that the government brought two very important decisions for the future functioning of the local self-government in Serbia at its session today.
The Minister said that by the adoption of the Bill on ratification of the European charter on local self-government, which has been submitted to Serbian parliament today, another in a series of Serbian obligations in the process of European integration will be fulfilled, in this case towards the Council of Europe.
Loncar added that after bringing the decision last week to dissolve municipal assemblies in Uzice, Smederevo and Zrenjanin in accordance with the Law on self-government, the government brought a decision today on the formation of temporary organs which will carry out the duties of the assemblies in these municipalities until elections are held for these bodies.
He explained that the reason for establishing temporary administrative organs is the failure of assemblies to hold session for more than three months and function in accordance to the law.
Slobodan Lalovic
Serbian Minister of Labour, Employment and Social Policy Slobodan Lalovic said that payment of debt to unemployed persons who are recipients of monetary social benefits through the National Employment Service will begin from December.
Lalovic explained that one of the five delayed payments will be paid in December this year, while the rest of the debt will be settled during next year.
He expressed expectation that from the middle of the next year monetary benefits for unemployed persons will be paid regularly every month, and thus the last debt of the state which this government has to settle will be paid.
