Addressing a press conference held following the Serbian government’s session, Loncar said that this law completes the normative framework of the reforms in public administration, which in their entirety are based on the government’s strategy for public administration reform.
He said that these regulations will organise three categories of income of employees in public administration, who have the status of officials and employees, and these are salaries, benefits and other income.
According to Loncar, the salary reflects the complexity and responsibility entailed by the work which is done by the organs of public administration, as well as the results achieved.
The Minister pointed out that the novelty is presented by the fact that the basis of the salary for employees will not be determined the very first time by the executive authority which employs them, but the Serbian parliament will do so when adopting a budget law for every upcoming year, while the coefficient will depend on the salary groups.
He stressed that even though these novelties imply a change in the system of incentive remuneration in the organs of public administration, they do not pose an additional burden on Serbia’s budget because in the Bill that has been forwarded today to the Serbian parliament it is stated that there is no need to allocate additional funds from the budget for its implementation.
The Minister also read out a statement by the government which says that the Serbian government is bitter over the
armed attack on Serbs in Kosovska Mitrovica, because such crimes are not punished and no one takes responsibility for killing Serbs.
Loncar pointed out that the government has requested that UNMIK chief Soren Jessen-Petersen take measures concerning the attack on the Serb youths.
He voiced hope at the conference that Ratko Mladic and other Hague indictees will appear before that court in the next few days.
