At a press conference held at the Serbian government building, Stojkovic said that the introduction of public notaries is of great significance since one portion of public transactions will be passed from the state onto a private profession that will ensure legal safety.
He added that Serbia's choice to cooperate with France was determined by its "notary bank" system. Since all transactions go through this system, money laundering is obstructed and the state has complete control over all transactions.
According to Stojkovic, proper introduction of public notaries will enable speedy transactions as well as protection of citizens' rights and their legal safety, though this implies that a number of laws will have to be amended.
French Ambassador to Belgrade Hugues Pernet said that public notaries will prove useful to the judiciary and will significantly stimulate economic growth since it enables more secure transactions.
Among other things, public notaries also draw, attest or certify under their official seal deeds and other documents, including wills or other testamentary documents, conveyances of real and personal property, sales contracts, and distributions of marital property and estate.
Furthermore, they compose company founding acts, deeds on their transformations or status changes, stock sales and inventories, as well as authenticate documents with their official seals.
