According to the agreement, NATO has free access to Serbia-Montenegro territory, including air-space and territorial waters, for the movement of personnel, cargo of any kind, goods and weapons that are needed by NATO forces for peace operations in the region.
The preamble of the agreement affirms the sovereignty and territorial integrity of Serbia-Montenegro in accordance with UN Security Council Resolution 1244, with the specification that its decrees do not apply to the personnel and activities of NATO in Kosovo-Metohija.
The agreement states that suitable arrangements will determine the future status of NATO forces, and define the means necessary for carrying out peace operations.
Serbia-Montenegro has consented to undisturbed transit of NATO forces without payment of any type of local tax, apart from the regular payment for service provided, with the understanding that the possibility of providing services at lower prices will be considered.
