Parivodic recalled at the press conference, held after the government’s session, that the
meeting between Serbian top government officials and the Serbian business community was recently held, and that it was headed by Serbian Prime Minister Vojislav Kostunica. The Serbian Prime Minister suggested at the meeting that a working group be formed for the drafting of the national strategy for economic development, and that this document give a long-term plan for the development of all economic sectors.
Serbian Minister of Economy Predrag Bubalo and Serbian Minister of Finance Mladjan Dinkic will also take part in the working group, as well as Economics Institute expert team representative Jurij Bajec; administrative board member of ‘Metalac’ from Gornji Milanovac, Dragoljub Vukadinovic; Managing Director of motor industry ‘Topola’, Gojko Muhadinovic; ‘ITM Holding’ Managing Director Toplica Spasojevic; and ‘Telekom’ Managing Director Drasko Petrovic.
Parivodic said that the Ministry of International Economic Relations is finalising the work on the national strategy for stimulating foreign investment and added that the ministry will contribute to creating a better general national strategy for economic development.
The minister stated that the Serbian government has adopted at today’s session a bill on offences, a bill on changes and amendments to the Law on Judges, and a bill on changes and amendments to the Law on the Regulation of Courts, which revises the system of misdemeanour courts in Serbia.
He explained that a mechanism for misdemeanour courts already exists and represents the government body that passes a sentence, but which were previously not under the Ministry of Justice’s control, nor did they represent the judicial branch of power in the country.
Parivodic recalled that according to the European Convention for the Protection of Human Rights, which Serbia has signed, it is necessary for the judicial power to pass sentences and added that it is especially necessary for courts to re-examine second-instance decisions.
According to him, the bill on offences introduces a form of specialised courts, which means that, along with commercial and industrial courts, misdemeanour courts will also exist, meaning that the present misdemeanour courts will become part of the judicial power and will be under the Ministry of Justice’s jurisdiction.
Offence judges will be selected and removed according to the same procedures as regular ones, said the Minister and added that that represents the essential harmonisation process with the standards of offence policies of developed European countries and the US.
Parivodic said that the government has adopted a Decision on educating the Board of Ministers for Diaspora and explained that that body will address issues concerning the diaspora.
He stressed that the Serbian government considers the diaspora a very significant part of the country and added that the goal is for the diaspora to be engaged as much as possible in the social life of Serbia.
Parivodic stated that Prime Minister Vojislav Kostunica will chair the Board, and the Board members will include Minister of Diaspora Vojislav Vukcevic, Minister of Interior Dragan Jocic, Minister of Economy Predrag Bubalo, Minister of Finance Mladjan Dinkic, Minister of Education and Sport Slobodan Vuksanovic, and Minister of Culture Dragan Kojadinovic.
