Serbian Minister of Education and Sport Slobodan Vuksanovic said that one of the Ministry’s four strategic goals is foreign language proficiency, which should be the norm for Serbian people.
According to him, the knowledge of foreign languages is a precondition for inclusion into all international trends, and it is the duty of the Ministry to stimulate talents in Serbia.
Vuksanovic said that cooperation with the British Council is good and long-standing and expressed hope that representatives of other countries in Serbia would follow this example, and that similar agreements will be signed with local foreign language institutions, such as the Institute for Foreign Languages in Belgrade.
UK Ambassador David Gowan said that his country considers aid to school and education reform in Serbia very important, and hopes to see a harmonisation of the Serbian education system with that of the UK and the EU.
Gowan pointed out that the Memorandum of Cooperation is important because of two facts, instruction of Serbian English language teachers and securing permanent improvement of teacher and student education.
Director of the British Council in Belgrade Chris Gibson said that with this diploma, Serbian teachers will be recognised within the European certificate. He added that the British Council will offer its expertise to the Serbian Ministry of Education and Sport in developing the “European Language Portfolio”, through training and consultations of experts who will work on this project, which is one of the more important Council of Europe projects in the area of education.
Gibson said that a group of advisors from the Ministry of Education and Sport together with a UK consultant will create guidelines to serve as a basis for the newly established evaluation system for schools and school development planning.
The realisation of this Memorandum will be carried out from 2005 to 2007.
