The positive assessment of the Feasibility Study is confirmation of the efforts made by the Ministry for Public Administration and Local Self-Government to make sweeping changes in the field of public administration and an incentive for its future work.
For this Ministry it has always been clear that reforms of public administration are necessary, which Prime Minister Vojislav Kostunica described as a priority in his keynote address at the beginning of his term of office.
From day one, the Ministry approached very seriously and professionally the reform of public administration, establishing full coordination and cooperation with its partners. This resulted in the adoption of the Strategy for the Reform of Public Administration from 2004 to 2008.
That document, together with an action plan containing concrete measures and activities, served as a basis for long-term reform in line with the generally accepted European norms that must be the standard for every democratic government.
Also, the Ministry didn't wait for the Strategy to be adopted so that it could begin preparing and carrying out activities. A large number of laws had already been prepared when the Strategy was adopted.
In a very short period of time, the Ministry prepared a whole set of new reform laws and that is why all of us who actively took part in that process are not surprised by the positive assessment since it is the result of the work we have done.
