Born in 1976 in Slavonski Brod in the Republic of Croatia. He graduated from the Faculty of Law of the University of Novi Sad with a grade point average of 9.38. He obtained his master’s degree at the same faculty in 2003, by defending his master’s thesis “The Concept of Administration in Serbian Legal Science”. In 2011 he defended his PhD thesis “The Relationship between Government and Administration – with Special Reference to Serbian and German Law”.
He is employed as an assistant professor at the Faculty of Law in Novi Sad, where he teaches several subjects at undergraduate, master's and doctoral studies in the field of Public Law.
Martinovic began to engage in political work in 1997, as a member of the Serbian Radical Party. Since 2012, he has been a member of the Serbian Progressive Party. He is a member of the Presidency and Main Board of the Serbian Progressive Party.
He was elected deputy in the National Assembly of the Republic of Serbia six times: in 2007, 2008, 2014, 2016, 2020 and 2022. During his tenure as deputy, he performed the duties of deputy chairman of the parliamentary group of the Serbian Radical Party, deputy chairman of the parliamentary group of the Serbian Progressive Party, as well as chairman of the parliamentary group of the Serbian Progressive Party. He was also a member and president of several committees of the National Assembly of the Republic of Serbia.
He is married and the father of one son and two daughters.
